Description

The Inter-American Development Bank (IDB), in collaboration with CONCYTEC, is seeking to hire a firm to design a comprehensive monitoring and evaluation (M&E) system. This system should generate reliable and timely information to strengthen the management of the National Network of Science and Technology Clubs in Peru, ensuring that decision-making is based on technical evidence.

Key points of this consultancy:

1. Strategic framework and policy alignment
The firm will develop the Network's theory of change and results chain. This framework should be strictly aligned with the National Policy on Science, Technology and Innovation (STI), defining how club activities contribute to national scientific development goals.

2. Technical design and articulation with SIGECCYT
Digital integration: The monitoring design must be fully articulated with SIGECCYT to facilitate data reporting and analysis.

Indicators with a social focus: Methodological guidelines will be established for indicators that include quality criteria and disaggregation by gender and territory equity.

Continuous improvement: The system will allow systematizing results to adjust the Network's interventions in a dynamic way.

3. Work plan and sustainability
The consultant will deliver a detailed plan that includes:

Results-based management and quality assurance methodology.

Identification of technical and institutional risks with their respective mitigation measures.

Capacity transfer strategy for Network actors to adopt the system in a sustainable manner.
