Update of the National Energy Policy to 2050

Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of Energy and Mines (MINEM) of Peru, calls on consulting firms to submit proposals to continue with the process of updating the National Energy Policy to 2050 (PEN 2050). The consultancy includes the absolution of observations of the first deliverable, the preparation of prospective and strategic decision analyses, and the holding of territorial socialization workshops in compliance with CEPLAN and SINAPLAN regulations.

1. Regulatory alignment and correction of observations
Absolution of the first deliverable: Review, evaluate and correct the observations issued by the National Center for Strategic Planning (CEPLAN) to the first deliverable within a maximum period of 30 calendar days, in coordination with the General Directorate of Energy Efficiency (DGEE) and the Sectoral Working Group (GTS-PEN 2050).

Methodological compliance: Ensure that the design of the policy strictly complies with the National Policy Regulation (D.S. No. 029-2018-PCM) and with the applicable prospective methodological guidelines and national policies.

2. Development of strategic deliverables
Deliverable 2 (Alternative solutions): Prepare the prospective analysis, the formulation of energy scenarios for 2050 and the identification of alternative solutions based on previous studies and joint technical work with the DGEE's Energy Planning team.

Deliverable 3 (Strategic decision): Design the national strategy, build the matrices of alignment and consistency of the policy, and formulate recommendations to ensure its coherence with the international commitments assumed by the country.

3. Territorial socialization and validation with actors
Regional workshops and working meetings: Design and implement the participatory validation strategy with actors from the public sector, private sector, academia and civil society, including at least four (4) regional trips per deliverable (Central, Northern, South and Eastern zones).

Systematization and integration of inputs: Document and systematize the observations and suggestions collected in the regional workshops and sessions of the WG-PEN 2050 to consolidate the final versions of deliverables 2 and 3.
