Description
The Dominican Republic, through the Dominican Institute of Telecommunications (INDOTEL), has financing from the Inter-American Development Bank (IDB) for the "Program to Improve Connectivity for Digital Transformation in the Dominican Republic". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the audit and technical verification of internet services.
Scope of Service
Main objective: Technical verification of the provision and quality of internet access services deployed and operated in the localities impacted within the connectivity program.
Qualification and assessment requirements
Regulatory framework: International Public Bidding (IPL) for Non-Consulting Services conducted under IDB Policies.
Evaluation of technical proposals: Technical weighting based on an evaluation grid of up to 100 points (minimum threshold required: 50 points):
Supplier experience (firm profile): Up to 20 points.
Qualifications and competence of key personnel: Up to 40 points.
Technical proposal and methodology: Up to 40 points.
Financial and documentary capacity: Presentation of audited financial statements for the last two (2) years and documentary evidence demonstrating compliance with the requested technical specifications.
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the rules: The bidding documents in Spanish are available by email (uepbid@indotel.gob.do) and for direct download on the INDOTEL website.
Delivery method: Bids must be submitted in physical format and in a sealed envelope no later than September 30, 2026 at 10:00 a.m. Electronic bids will not be allowed. The public opening ceremony will be held on the same day at 10:30 a.m., with the option of in-person or online attendance.
