Description
The Plurinational State of Bolivia has received financing from the Inter-American Development Bank (IDB) for the Rural Electrification Program III (PER III). This call for the Selection of Consultants, executed by the National Electricity Company (ENDE), invites eligible firms to submit expressions of interest for the technical supervision of electricity distribution works in different regions of the country.
Scope of the consultancy
- The purpose of the service includes the comprehensive control and supervision of the works, ranging from the stages of stakeout, control of the provision of equipment and materials, to assembly, energization tests and final tests, under the standards of ENDE and local distributors. Contracting is divided by geographical items:
- Item 1 (Department of La Paz): Supervision in the municipalities of CharaƱa and Palos Blancos. It includes the execution of 485.08 km of Medium Voltage (MV) and 237.51 km of Low Voltage (LV) lines, totaling 722.59 km of network. Execution period of the works: 420 days.
- Item 2 (Department of Chuquisaca): Supervision in the municipalities of Incahuasi and San Lucas. It includes the execution of 291.48 km of MV lines and 255.00 km of LV lines, totalling 546.48 km of network. Execution period of the works: from 270 to 420 days.
- Item 3 (Department of Cochabamba): Supervision in the municipalities of Shinahota and Villa Tunari. It includes the execution of 361.67 km of MV lines and 323.60 km of LV lines, totalling 685.27 km of network. Execution period of the works: from 330 to 420 days.
- Technical note: For the distribution systems of this program, Medium Voltage (MV) up to 34.5 kV and Low Voltage (LV) up to 380 V overhead networks are considered.
Qualification Requirements
- Signature experience: Accreditation of institutional experience in construction services and/or supervision of electricity distribution projects in MV and LV overhead networks through simple copies of legal documentation and concluded contracts.
- Minimum length criterion for short list: To be considered in the short list of an item, applicant firms must certify completed projects whose sum of kilometers (combined MV and LV networks, single-phase or three-phase) is equal to or greater than two (2) times the mileage of the item to which they are applying:
For Item 1: Minimum cumulative experience of 1,445.18 km.
For Item 2: Minimum cumulative experience of 1,092.96 km.
For Item 3: Minimum cumulative experience of 1,370.54 km.
- Tie-breaking criterion: In the event of equal technical or metric conditions between firms, priority will be given to the company that demonstrates the highest number of fully completed individual projects.
- Selection method: Consulting firms will be evaluated under the Quality and Cost-Based Selection (SBCC) modality, following the IDB's consulting policies (GN-2350-15).
