Description
Bolivia's National Electricity Company (ENDE) has requested financing from the Inter-American Development Bank (IDB) for the Rural Electrification Program III. The objective of this call is to select a consulting firm to carry out the comprehensive technical supervision of the power line and distribution works in various rural communities in the department of La Paz.
Scope of the consultancy
Comprehensive supervision: Technical control and supervision from stakeout, control of the supply of equipment and materials, to assembly procedures, construction and final energization tests.
Electrical infrastructure: Supervision of a cumulative total of 219.84 km of electricity networks, divided into 117.4 km of Medium Voltage (MV, up to 34.5 kV) and 102.44 km of Low Voltage (LV, up to 380 V).
Geographical distribution: The services cover specific projects distributed in rural communities in the municipalities of Yanacachi, Ichoca, Malla, Tacacoma, Inquisivi and Callapa.
Work deadlines: The execution times of the works to be supervised vary between 120 and 240 calendar days, depending on the municipality intervened.
Qualification Requirements
Signature Experience: Accreditation of specific experience in construction and/or supervision of completed Medium and Low Voltage aerial projects within Bolivian territory.
Prequalification criteria: To be considered on the shortlist, the firm or consortium must demonstrate that the total sum of kilometers in completed and validated electrical projects is equal to or greater than 439.68 km (equivalent to twice the length of the current project). In the event of ties in the score, preference will be given to the firm with the highest number of contracts executed.
Selection method: The hiring process will be carried out under the Selection Based on Consultants' Qualifications (SCC) modality, in accordance with IDB policy GN-2350-15.
Partnerships: Companies may participate individually or associate under the figure of Joint Venture or through subcontractors to strengthen their technical profiles.
Short List: The process will select a list of between five (5) and eight (8) signatures eligible for the final stage.
