The Inter-American Development Bank (IDB) invites specialized consulting firms to submit proposals to provide technical assistance in the design, structuring, and documentation of a Sustainable Use-of-Proceeds (UoP) Debt Framework for the Ministry of Finance and Planning of Suriname.
The main objective of the consultancy is to structure a sustainable financing framework aligned with the Amazonia Bond Issuance Guidelines (ABIG), the ICMA Sustainable Bond Principles, and the LMA Sustainability-Linked Loan Principles. This instrument will define eligible sustainable expenditure categories, strengthen institutional governance, and provide the technical backing necessary to obtain an independent Second Party Opinion (SPO), facilitating Suriname's access to international thematic capital markets.
1. Governance and Institutional Gap Closure
Kick-off Workshop: Conduct a virtual awareness workshop to present the work plan and socialize the roadmap aimed at resolving institutional governance gaps in sustainable finance.
Inter-institutional Committee Establishment: Support the government in establishing the highest-level governance structure for sustainable finance, designing formal workflows for green and social project selection, evaluation, and approval.
Multisectoral Dialogue: Facilitate working sessions with various public entities (emissions, finance, risk management) to ensure internal ownership of the debt framework.
2. Definition of Eligible Portfolio and Impact Criteria
Sustainable Project Matrix: Identify, justify, and categorize eligible projects aligned with international standards (ICMA, CBI) and regional guidelines (ABIG), with a priority focus on the Amazon region.
Project Analytical Fiches: Thoroughly document each initiative within the portfolio, covering its technical description, location, impact and outcome indicators (relative and absolute), SDG alignment, and Environmental, Social, and Governance (ESG) risk assessments.
3. UoP Framework Development and SPO Support
Sustainable Debt Framework Structuring: Draft the preliminary and final versions of Suriname's UoP Framework, detailing the issuer's sustainability strategy, allocation procedures, proceeds tracking mechanisms, and impact reporting protocols.
SPO Process Assistance: Prepare supplementary information dossiers and provide continuous technical assistance during the independent review and validation process conducted by the Second Party Opinion entity.
4. Key Deliverables and Products
Deliverable 1 — Work Plan & Kick-off Workshop: Detailed planning and supporting materials for the initial virtual kick-off session.
Deliverable 2 — Governance Gap Closure Document: Evidence of the establishment of the Sustainable Finance Committee and project selection process manuals.
Deliverable 3 — Eligible Portfolio Matrix: Structured catalog of projects aligned with ABIG/ICMA, including indicator calculation methodology and underlying assumptions.
Deliverable 4 & 5 — Sustainable Framework & SPO Package: Formal proposal of the UoP Framework validated with the government, along with the supporting information package for pre-consultation with the SPO entity.
Deliverable 6 — Capacity Building & Knowledge Transfer: Pedagogical materials and executive presentations to guarantee long-term sustainability and autonomous use of the framework by Suriname's technical staff.
