Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of National Security of Argentina, invites consulting firms to submit proposals for specialized technical assistance aimed at technological modernization and strengthening of the National Criminal Information System (SNIC) and the Statistical Information System of the Federal Security Forces (SIEFFSS).

The project seeks to optimize the quality, traceability, timeliness, and capacity for analysis of statistical data on crime and security for the monitoring of public policies in conjunction with cooperation agencies such as the IDB and the UNODC.

1. Technical scope and modernization of systems
Remastering of the SNIC: Technologically modernize the existing application of the National Criminal Information System, ensuring the integral preservation of its current operational functionalities.

Development of the SIEFFSS application: Design, develop and consolidate its own system for the reception, validation and analysis of the statistics of the Federal Security Forces.

Data architecture and integration: Design and consume integration services and interfaces (APIs) for the connection between databases and technological components of the Ministry.

2. Data quality and analysis tools
Automatic quality control: Incorporate automatic validations of consistency, completeness, uniqueness, validity and timeliness, in addition to the detection of outliers and level changes.

Real-time visualization dashboards: Develop dashboards and monitoring interfaces to monitor key crime indicators and information quality metrics.

Testing and stabilization: Execute functional, technical, integration, performance and data validation tests, resolving incidents during production.

3. Knowledge transfer and documentation
Comprehensive technical documentation: Develop and update operating manuals, data dictionaries, database structures, business rules, and system architectures.

Training and sustainability: Carry out knowledge transfer activities to the Ministry's technical staff to ensure the administration, maintenance and future evolution of both systems.
