Description
The Plurinational State of Bolivia has requested financing from the Inter-American Development Bank (IDB) for the "Program for the Improvement of Accessibility to Maternal and Neonatal Health Services in Bolivia." This call for the Expression of Interest, coordinated by the Agency for Health Infrastructure and Medical Equipment (AISEM), invites eligible consulting firms to submit their qualifications for the operational support of their hospital network.
Scope of the consultancy
- Main objective: To provide specialized technical assistance to support the start-up and sequential opening of services in four (4) second-level hospitals: Tupiza, Villazón, Camiri and Monteagudo.
- Management approach: Implement efficient hospital management models and ensure regulatory compliance to consolidate sustainable operating conditions, without replacing the functions of the competent authorities.
Qualification and Selection Requirements
- Institutional experience: Prove experience within the last ten (10) years in the operation, start-up, habilitation or supervision of at least two (2) hospitals, clinics or second- or third-level health facilities.
- Technical capacity of the reference projects: The infrastructures presented as experience must have a minimum of 60 hospitalisation beds and have special therapy units (intermediate, intensive, critical, acute, resuscitation or emergency) or surgical units with two (2) or more operating theatres.
- Documentary support: Submit legal photocopies of the company's incorporation, tax records (NIT, SEPREC or equivalents from the country of origin) and identification and experience forms duly supported by minutes or contracts.
- Consortia (APCA): Participation in associations or consortia is allowed. A formal letter of intent detailing the percentages of participation and clearly identifying the lead consulting firm should be attached.
- Evaluation method: The winning firm will be selected under the Quality and Cost Based Selection (SBCC) method, following the IDB's consulting policies (GN-2350-15).
- Shortlist: The process will prequalify a minimum of five (5) and a maximum of eight (8) eligible firms that demonstrate broad geographic representation to be invited to the technical and economic proposal stage.
