Description
Paraguay has requested financing from the Inter-American Development Bank (IDB) for the "Project for the improvement and conservation of National Route 12 (PY12), section Cruce Nanawa - Gral. Bruguez and accesses". This call for expressions of interest, coordinated by the Ministry of Public Works and Communications, invites eligible consulting firms to submit their qualifications to provide comprehensive management support.
Scope of the consultancy
- Supervision support: Provide specialized assistance for the technical, social and environmental supervision of the executing unit's portfolio of programs and projects (UEP IDB-DV).
- Contract management: Manage current and future contracts derived from the execution and preparation of associated road projects.
- Multidisciplinary team: Provide technical, administrative and fiduciary professionals in charge of the financial management and control of procurement processes.
- Logistics and resources: Ensure the provision of inputs, mobility, ICT equipment, materials, specific consultancies on demand and the preparation of periodic follow-up reports.
Qualification and Selection Requirements
- Institutional documentation: Submit consolidated legal information and identification of the applicant firm and of each member in the case of consortia.
- Specific experience: Demonstrate a proven track record in fiduciary support services, construction supervision and administration of infrastructure contracts.
- Financial solvency: Attach the financial statements corresponding to the last three (3) years to evaluate the economic capacity of the firm or alliance.
- Consortia and subcontracts: Applications are allowed under the Joint Venture modality. The nationality of the consortium will be defined by the country of incorporation of the designated lead firm.
- Shortlist: Evaluations will be conducted under IDB consulting policies to establish a shortlist of a minimum of five (5) and a maximum of eight (8) eligible firms.
