Description

The Inter-American Development Bank (IDB) is seeking a consulting firm to prepare the environmental and social instruments required for the BHL1064 Program in The Bahamas. The objective is to conduct comprehensive due diligence for a representative sample of works and establish the necessary frameworks, procedures, and systems for future projects under the Global of Multiple Works (GOM) modality, ensuring full alignment with the IDB’s Environmental and Social Policy Framework (ESPF).

1. Environmental and social assessment of sample projects
The firm will perform the initial technical studies for a selected sample of housing and urban transformation works:

Due diligence: Preparation of disclosure-ready Environmental and Social Assessments (ESAs) and Management Plans (ESMPs) for representative projects.

Thematic planning: Development of Labor Management Procedures (LMP), Resettlement Action Plans (RAP), and Livelihood Restoration Plans (LRP) where triggers are identified.

Stakeholder engagement: Creation of specific Stakeholder Engagement Plans (SEPs) including community-level grievance mechanisms and consultation materials.

2. Program-level management frameworks
The consultancy will establish the standardized procedures for assessing and authorizing future projects outside the initial sample:

Strategic framework: Drafting the Environmental and Social Management Framework (ESMF) to define the screening and assessment logic for all subsequent subprojects.

Consultation framework: Designing the Stakeholder Engagement Framework (SEF) to ensure consistent transparency and public participation across the program's lifecycle.

Trigger integration: Incorporating specific environmental and social triggers to justify the preparation of required instruments for future urban interventions.

3. Institutional systems and compliance
The final phase focuses on the systemic integration of these standards to ensure long-term sustainability:

System design: Developing a Program-level Environmental and Social Management System (ESMS) aligned with the IDB's Performance Standard 1 (ESPS 1).

Public disclosure: Ensuring all draft and final instruments meet the rigorous disclosure requirements prior to IDB Analysis Missions and Committee meetings.

Consolidation: Finalizing all technical packages by incorporating feedback from the IDB and the Government of The Bahamas after public consultation processes.
