Description

The Inter-American Development Bank (IDB) is calling on specialized firms to design and implement the basic diagnosis of the "Safe and Protective Educational Communities" program in eight provinces of Ecuador. The objective is to collect accurate data on violence and risk factors in the school environment to support monitoring and evaluation of institutional impact.

1. Sample and operational design
Multi-instrument survey: Application of PAPI surveys to 13,000 students, CAPI surveys to principals, georeferenced observational files and high-frequency interviews.

Probabilistic sample: Two-stage design with provincial representativeness in 839 educational institutions, including stratification between treatment and control groups.

Power analysis: Guarantee of a maximum margin of error of ±4% and a minimum detectable effect (MDE) of 4.5 percentage points for leading indicators.

2. Ethics, safety and security protocols
Ethical management: Obtaining approval from an independent ethics committee (IRB) and strict compliance with the Organic Law on the Protection of Personal Data (LOPDP).

Informed consent: Implementation of protocols in two stages (parents and students) and execution of a referral and containment plan for detected cases of risk.

Field security: Design of preventive strategies and action procedures for operations in highly dangerous contexts.

3. Quality control and data processing
Multi-level monitoring: In-app validation system, daily monitoring via GPS/paradata, recontact audits and anomaly detection using scripts.

Document management: Flow control from the batch record in the field to digitization with total traceability to the physical folio.

Technical deliverables: Delivery of cleaned, anonymized and documented databases, along with a comprehensive methodological report of the operation.
