Description

These consulting services ("the Services") seek to define the Social Prosperity Department's (PS) geographic data management policy. This policy must include at least the standards, procedures, practices and strategy for obtaining, managing, using and exploiting said information. This definition must be based on an analysis of the state of the art, strict security and privacy policies, the life cycle of the data and the analysis of the entity's information needs.

 

These consulting activities include:

1.1. Analyze the current regulations, guidelines, standards, processes and good practices regarding geographic information management that apply to PS as a government entity and within the framework of its mission.

1.2. Survey of the needs/requirements of geographic information and its characteristics that must be managed in the entity. Analyze the current inventory of geographic information1 versus the information needs, determining missing or surplus information, if applicable.

1.3. Define the strategy for the achievement, production, storage, privacy, updating, quality control, access, presentation, conservation and other actions that allow the correct use, management and exploitation of said information.

1.4. Define the life cycle of the data and the geographic product.

1.5. Suggest a policy, standards, procedures and good practices for the management of geographic data in PS, identifying roles in information management.

1.6. Based on the geographic information management needs identified, the diagnosis made and the data management policy defined, determine the solution architecture proposed for the implementation of the geographic components that will be part of the Digital Equity strategy, using the ArcGIS platform.

1.7. Define a roadmap for the implementation of the spatial components in the Digital Equity strategy, which should mainly include the following activities:

• Inclusion of geographic layers in the Data Lake, for viewing the reports of the entity's administrative records component and georeferencing – geographic coverage of the places where information is collected in the territory.

• Provision of geographic coverage in targeting processes as support for territorial targeting and population targeting.

• Implementation of the entity's Geographic Portal redefining the cartographic viewers

• Integration of information systems with cartographic viewers of the entity

• Geoprocessing for the operation and monitoring of mission programs

• Exposure of geographic coverage as open data

• Identification and consumption of geographic web services that are available for the operation of mission programs.

 

To corroborate that the experience required for the development of the consultancy is met, please provide information on minimum experience in:

1. Projects for the implementation of geographic information systems

2. Use and implementation of geodatabases,

3. Analysis of geographic information needs in organizations

 

Compliance with the criteria will be evaluated to proceed to the next phase. The information provided in this expression of interest should not exceed 7 pages.

Estimated execution period: 4 months from the date of signing the contract.

Estimated budget of the contract: The value of the consultancy to be executed is estimated at COP $315,000,000
