Description
The Inter-American Development Bank (IDB) is seeking a specialized consulting firm to survey, classify, and systematize the technical and regulatory requirements imposed by the European Union (EU) for priority MERCOSUR export products. The objective is to build a common regional knowledge base, identify compliance gaps, and guide adaptation policies to facilitate market access for Argentina, Brazil, Paraguay, and Uruguay.
1. Regulatory mapping and database systematization
Sector prioritization: Identifying and selecting priority agri-food and industrial sectors in coordination with counterpart ministries, focusing on emerging products, immediate trade liberalization lines, and high-supply capacities.
Requirement auditing: Surveying mandatory technical regulations, Sanitary and Phytosanitary (SPS) measures, Technical Barriers to Trade (TBT), and voluntary private/international standards demanded by European distribution chains.
Regional matrix: Structuring an accessible regional database categorized by sector, product, and requirement type, explicitly detailing applicable conformity assessment procedures and formal compliance channels.
2. Gap analysis and market intelligence
Multidimensional diagnosis: Characterizing structural bottlenecks across MERCOSUR exporters, distinguishing between gaps of a regulatory, institutional, technical, and commercial nature.
Policy recommendations: Formulating concrete, prioritized action plans and policy guidelines to minimize identified disparities, maximizing short- and medium-term export impacts.
Commercial intelligence: Analyzing destination market entry dynamics, including the identification of potential EU importers, target distribution networks, and strategic commercial positioning frameworks.
3. Sectoral pilot, training, and timeline
Methodological validation: Conducting an in-depth, high-detail pilot study on a single representative MERCOSUR sector to validate the methodology and establish a replicable analysis model for future products.
Dissemination toolkits: Designing practical training materials, toolkits, and user-friendly handbooks tailored to both ministry technical personnel and private export companies.
Phased execution: Delivering all outputs over a strict 6-month timeline divided into 5 operational phases, resulting in a comprehensive final report, an interactive Excel matrix, and an executive presentation.
