Support for the Program for Gender Equality and the Empowerment of Women

Consulting services include the design and implementation of an evaluation of the entire Gender-Based Violence Response System (SRVBG) of the National Institute for Women (Inmujeres) of Uruguay (and each of the 11 devices that comprise it), that allows it to be assessed to verify its effectiveness, efficiency and sustainability, with emphasis on the results and the optimization of existing resources, identifying good practices, difficulties and opportunities for improvement.

As specific objectives are sought:

• Identify good practices, difficulties and opportunities for improvement in: (a) the general operation of each of the 11 devices of the SRVBG of Inmujeres and how they operate with each other as a system; (b) the design of the proposal, as well as the adequacy of the response of the Territorial Articulation Devices (DAT), Territorial Team in Montevideo (ETM) and 24-hour Centers to their objectives; (c) coordination between the SRVBG of Inmujeres and the Inter-institutional System for Comprehensive Response, with emphasis on the Judiciary, the Office of the Attorney General of the Nation, the Ministry of the Interior (specialized gender units, the Division of Gender Policies, the Directorate of Electronic Monitoring -DIMOE-), Departmental Commissions for a Life Free of Gender Violence against Women and departmental governments; and (d) the design and information registration processes of the different devices of the SRVBG.

• Know the perception that users have regarding the quality of care of the services they receive.

• Make recommendations.

Among other activities, the firm is expected to carry out documentation review, interviews with qualified informants, focus groups and surveys and interviews with users.

The estimated term for the performance of this service is 9 months. The estimated reference amount for this consultancy is US$135,000.- (one hundred and thirty-five thousand US dollars).

Eligible consulting firms may partner as a joint venture or in a sub-consulting arrangement to enhance their qualifications. Said association or joint venture will appoint one of the firms as a representative.
