Description

The Inter-American Development Bank (IDB) invites specialized consulting firms to present their proposals to carry out a comprehensive diagnosis of the regulatory, legal and institutional framework of mining activity in the Argentine provinces of Salta, Catamarca and Jujuy, as well as an analysis of the socioeconomic benefits associated with the development of provincial mining policy in the Lithium Region.

1. Objectives and technical scope
Normative and institutional diagnosis: To compile, analyze and systematize the legislation, regulations, administrative procedures and instruments of mining public policy in Salta, Catamarca and Jujuy.

Socioeconomic benefits assessment: Identify and analyze the economic, social, and productive impacts derived from mining activity in each of the jurisdictions.

Strengthening governance: Identify strengths, regulatory gaps, regulatory gaps, and implementation challenges to consolidate a more robust, sustainable, and transparent mining governance framework in the region.

2. Areas of work and key activities
Planning and methodology: Develop the detailed work plan and define the criteria for the policy analysis and the evaluation of socioeconomic benefits in coordination with the IDB team.

Documentary survey: Analyze the institutional organization, competencies and mechanisms of provincial management, evaluating their articulation with the national regulatory framework.

Fieldwork and consultations: Design and execute semi-structured interviews and work meetings in the territory with representatives of the public sector (national, provincial and municipal), private sector, civil society, academia and communities.

Regional Comparative Analysis: Contrast the three jurisdictions to identify commonalities, key differences, areas of overlap, and opportunities for interprovincial cooperation.

3. Expected deliverables
Work plan: Methodology, executive schedule, mapping of key actors to be interviewed and evaluation criteria.

Provincial analytical reports (3): An individual report for each province (Salta, Catamarca and Jujuy) that consolidates the regulatory framework, field findings and specific recommendations for improvement.

Final Comparative Report: Regional synthesis document comparing the three provinces, characterizing the expected socio-economic benefits, and formulating public policy recommendations to promote responsible investments in critical minerals.
