Description
The objective of the consultancy is to support the National Energy Secretariat (SNE) of Panama in the elaboration and systematization of legal and regulatory adjustments of the electricity sector, as a result of the formulation of the Strategies of the 2030 Energy Transition Agenda of Panama.
The consulting services include:
• Technical and legal analysis of the published strategies of the ATE, analysis documents of the SNE, the regulatory and institutional framework of the electricity sector, the sector regulation and special incentive laws in the electricity sector of Panama
• Identification and systematization of legal and regulatory adjustments for the electricity sector
• Prioritization of legal and regulatory adjustments identified
• Formulation of a draft proposal for legal and regulatory adjustments
• Development of workshops for the presentation of proposals for adjustments
The estimated time for the execution of the services is twelve (12) months. To prepare the short list, the experience of the firm and the consultants in regulatory reform processes will be specifically valued. Knowledge of the legal framework of the Panamanian electricity sector is essential. Evidence of participation in similar processes in the region is highly desirable.
