Description
The Inter-American Development Bank (IDB), in coordination with the Multi-Stakeholder Group (MSG) and the authorities of Chile's Extractive Industries Transparency Initiative (EITI), is calling on consulting firms to submit proposals to support the data collection, systematization, analysis, and drafting of the EITI Chile Report for fiscal years 2024-2025, ensuring the completeness and reliability of financial and non-financial information on the extractive sector.
1. Preliminary analysis and definition of the EITI scope
Review of the standard and regulatory framework: Evaluate the disclosures required under Requirements 2 to 6 of the EITI Standard, incorporating the mining regulatory framework, changes to the Mining Royalty Law (Law No. 21,591), concession cadastre, contracts, beneficial owners, and production/export statistics.
Data governance and assurance: Design the collection templates and agree with the GMP on audit procedures, affidavits, external certifications and information reliability criteria.
Socio-environmental and subnational flows: Define the methodology for integrating environmental payments, employment, gender and transfers to regional governments and municipalities (Regional Development Fund and Support Fund for Territorial Equity).
2. Information collection, reconciliation and writing by blocks (sprints)
Inter-institutional collection: Lead the capture and processing of data from public agencies (SII, TGR, Sernageomin, Cochilco) and extractive companies operating in the country.
Continuous review flow in phases: Execute reviews in parallel by thematic blocks (sprints) to safeguard the contractual schedule:
Phase A (Day 55): Institutional, contextual, legal framework, concessions, beneficial owners and general statistics.
Phase B (Day 75): Financial reconciliation of tax flows (Royalty, First Category Tax, patents) and subnational transfers.
Phase C (Day 90): Comprehensive draft with socio-environmental, employment and gender chapters.
Phase D (Day 120): Consolidated final report and development of summary data templates for the EITI International Secretariat.
3. Conclusions, recommendations and communication strategy
Lessons learned report: Formulate a diagnosis with technical recommendations to strengthen systematic data dissemination and improve natural resource governance.
Public dissemination and socialization: Design communication materials accessible to non-specialized audiences and carry out workshops for socialization and dissemination of the results of the report.
