Description
Belize has received financing from the Inter-American Development Bank (IDB) for the Water Supply and Modernization Program. Under this initiative, Belize Water Services Limited (BWSL) is inviting eligible bidders to participate in Phase 2 of the project, which involves the supply and commissioning of smart meters for the San Pedro service area. This modernization effort is critical for enhancing water management efficiency, improving billing accuracy, and ensuring the sustainability of water resources through advanced metering infrastructure.
Scope of supply
The project is part of the Water and Sanitation sector and focuses on high-tech utility infrastructure:
Smart Metering Phase 2: Supply and commissioning of advanced smart meters specifically for the San Pedro region.
Technological Standards: The meters must be capable of operating within the regulated frequency range of 902-928 MHz, as per the Belize National Spectrum allocation plan.
Quality Compliance: Goods must meet quality certificates defined in the technical specifications and the Public Utility Commission’s (PUC) requirement schedule.
Logistics: The contract is governed by the DAP (Delivered at Place) Incoterm.
Qualification requirements
Bidding will be conducted through the International Competitive Bidding (ICB) process. Key requirements include:
Financial Standing: Documentary evidence of access to credit (minimum USD 100,000.00) and audited financial statements for the past 3 to 5 years.
Experience: If the bidder is not the manufacturer, they must demonstrate the successful completion of at least 3 contracts for similar goods in the past 5 years.
Bid Security: All bids must be accompanied by a Bid Security of 3% of the total bid price.
Manufacturer's Authorization: Bidders offering goods on behalf of a manufacturer must provide a formal Manufacturer's Authorization Form.
Negotiation: Please note that negotiation procedures will be applied during this procurement process. No margin of preference will be granted to national contractors.
