Supply and installation of equipment for the improvement of the water hammer anti-water hammer system for the Central Station, and supply of electrical spare parts for pumping stations of the North Zone system

Description

El Salvador, through the National Administration of Aqueducts and Sewers (ANDA), has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of the Water and Sanitation Sector in El Salvador". This call for International Public Tenders (IPLs) seeks to optimize the hydraulic and electrical infrastructure of key water supply systems.

Scope of the offer
The process is structured in three (3) main contracting lots:

Lot 1: Supply, installation and commissioning of compressor equipment with a minimum power of 10 hp for the water hammer system.

Lot 2: Supply and installation of valves (gate, check, butterfly or similar) with a minimum diameter of 12 inches.

Lot 3: Provision of specialized electrical devices and spare parts (fuses, relays, thermomagnetic switches, frequency inverters, soft starters and transformers).

Submission modality: Bidders' proposals must be delivered in a sealed envelope in a strictly physical manner to the offices of the Program Executing Unit (UEP) in San Salvador. Bids by electronic means will not be permitted.

Qualification Requirements and Conditions
Financial capacity: Evaluation under the Complies / Not Complies modality, requiring mandatory approval of the parameters of the Liquidity Index stipulated in the specifications.

Specific technical expertise: Demonstrate track record through reference letters, contracts, or invoices in the following terms:

Lot 1: At least two (2) references of similar work carried out in the last 10 years.

Lot 2: At least two (2) valve installation references with the dimensions requested in the last 5 years.

Lot 3: At least three (3) references in the supply of electrical components in the last 5 years, whose sum of amounts is equal to or greater than USD 150,000.00.

National preference: For this international call, a margin of preference will be granted to contractors or supplier associations (APCA) of national origin.

Guarantee of seriousness: All applications submitted must be accompanied by a Declaration of Maintenance of the Offer.
