Description
Honduras, through the Ministry of Labor and Social Security, has financing from the Inter-American Development Bank (IDB) for the "Support Program for Labor Insertion in Honduras." This call invites eligible consulting firms to submit their expressions of interest for the supervision, validation and quality assurance (QA) of the "Sí Empleo" system.
Scope of the consultancy
Main objective: Specialized technical assistance for the supervision, validation and quality assurance (QA) of the technological solution of the Comprehensive Employment Service (Sí Empleo), including the Digital Employment Exchange and the Labor Intelligence Center (CIL).
Key activities:
Review and validation of designs, technical specifications and deliverables.
Design and supervision of functional, non-functional, security, performance and user acceptance (UAT) test plans.
Verification of integration and interoperability tests using APIs and web services.
Data migration and quality validation, ETL processes, and business intelligence components.
Support in the implementation of production, monitoring of findings and verification of the stability of the platform.
Qualification and Experience Requirements
General experience: Legally constituted consulting firm with a track record in IT services, digital transformation, software development, enterprise architecture or technology auditing.
Specific experience:
Software monitoring and quality assurance (QA) projects throughout the development lifecycle.
Demonstrable technical expertise in interoperability (APIs), ETL processes, data analytics, and dashboards.
Prior execution of projects in the public sector or financed by international cooperation organizations.
Proposal selection and management
Regulatory framework: Selection conducted in accordance with the IDB's Consulting Policies for the integration of a short list of between five (5) and eight (8) eligible firms.
Delivery method: Written submission in physical format at the address indicated by the convening entity (without electronic receipt). Individual, joint venture / APCA participation is allowed.
