Description
El Salvador, through the National Administration of Aqueducts and Sewers (ANDA), has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of the Water and Sanitation Sector in El Salvador". This call invites eligible consulting firms to submit their expressions of interest for the comprehensive supervision of the turnkey contract for the implementation of the SCADA system.
Scope of the consultancy
Main objective: Technical and administrative supervision of the "turnkey" contract for the design, supply of instrumentation, installation and commissioning of ANDA's SCADA system.
Coverage and stages: Detailed engineering supervision, factory acceptance testing (face-to-face and virtual FAT), transportation, installation, integration, on-site testing (SAT), commissioning, training, and warranty period.
Supervised technical components:
Master Control Center (MCC) with N+1 redundant infrastructure, video wall, precision air conditioning and UPS.
State-of-the-art SCADA/HMI platform (minimum 50,000 tags), data analytics and alarm management module (ISA-18.2).
Equipment for 23 remote stations: modular RTU/PLC, autonomous photovoltaic power supply and field instrumentation (flow, pressure, level and quality).
Telecommunications network (900 MHz band and 4G VPN backup), NMS platform, OT/IT cybersecurity (IEC 62443) and integration with ANDA's GIS, CMMS and ERP.
Qualification and Experience Requirements
General experience: Minimum ten (10) years of operation in the engineering or consulting market in technology, automation and infrastructure projects for utilities or the private sector (preferably drinking water).
Specific experience: Demonstration of at least two (2) consulting contracts (supervision, supervision, design or project management) executed in the last five (5) years for the implementation of SCADA systems or integrated technological platforms in public services (aqueducts, sewers, energy) or industries with hydraulic networks.
Documentary support: Delivery of the firm's institutional profile and certificates or certifications of work carried out.
Proposal selection and management
Regulatory framework: Selection conducted in accordance with the IDB's Consulting Policies for the formation of a short list of between five (5) and eight (8) eligible firms.
Modalities of participation: The nomination of firms is allowed individually, in association (Joint Venture / APCA) or through the inclusion of sub-consultants.
Delivery method: Sending written expressions of interest in physical format (electronic bids are not allowed).
