Supervision of contracting of design, construction, equipment and furniture of the Civic Center for Life and Peace - CCVP in Santa Elena

Ecuador, through the Ministry of the Interior in its capacity as executing agency, has financing from the Inter-American Development Bank (IDB) for the "Program for the Prevention and Response to Violence and Crime in Ecuador" (PREVIC). This call invites eligible consulting firms to submit their expressions of interest for the comprehensive audit of a key social infrastructure work.

Scope of the consultancy
Main objective: To carry out the technical, administrative and legal inspection and control of the contracting for the design, construction, equipment and provision of furniture for the Civic Center for Life and Peace (CCVP) to be located in Santa Elena.

Qualification requirements and experience criteria
Interested consulting firms must provide technical information that objectively demonstrates their capabilities and relevant experience in the following areas:

Specialty in Infrastructure and Methodologies: Specific experience in social, educational or community infrastructure projects, with a particular focus on contracts executed under the Design & Build modality, as well as proven mastery in the use of BIM methodologies.

Environmental conditions: Demonstrated technical expertise in interventions within coastal environments characterized by a very high level of seismic risk.

Sustainability and social management: Demonstrate experience in sustainability criteria backed by recognized certifications (such as EDGE, LEED, BREEAM, among others), as well as work experience in vulnerable areas or urban social intervention projects.

Weighted aspect: The institutional capacity in the supervision of environmental and social safeguards (SSSA) under the standards of multilateral organizations will be positively valued.

Conditions of the process and presentation
Alliances and consortia: Companies can associate under consortium or sub-consulting figures (Joint Venture) to strengthen their technical profiles. The nationality of the association will be determined by the country of legal incorporation of the firm designated as the lead representative.

Selection mechanism: The evaluation will be carried out under the IDB's Consulting Policies to form a short list of a minimum of five (5) and a maximum of eight (8) selected companies.

Delivery method: Expressions of interest must be submitted in writing and in physical format directly to the offices of the Ministry of the Interior in the city of Quito. For this process, applications by electronic means will not be allowed.
