Description
El Salvador, through the Ministry of Tourism (MITUR), has financing from the Inter-American Development Bank (IDB) for the "Program to Support the Recovery and Expansion of the Tourism Sector". This call invites eligible consulting firms to submit their expressions of interest for the audit of a key tourism infrastructure work.
Scope of the consultancy
Main objective: To supervise, monitor and control the execution of the work of the project "Construction of the Punta Mango Tourist Viewpoint".
Responsibilities: Ensure the correct implementation of the design, quality control in construction and ensure compliance with national regulations and specialized international standards.
Evaluation criteria and experience
Firms will be evaluated on a total of 100 points (minimum 70 points to qualify). Contracts must be from the last 10 years, be completed or with a minimum progress of 80%:
General experience (Up to 30 points): Have supervised at least two civil infrastructure projects (housing developments, roads or dirt roads). Maximum score if the works exceed USD 1,000,000.00 each.
Specific experience (Up to 70 points): Have supervised at least two commercial or recreational projects (plazas, parks, hotels, restaurants, or boardwalks) that include landscaping and facilities. Maximum score if the works exceed USD 1,500,000.00 each.
Tie-breaker: It will be resolved in favor of the proponent that demonstrates the highest amount of accumulated investment in its projects of specific experience.
Terms and conditions and presentation
Documentation: Expression of interest forms (individual or in APCA consortium), description of scope, reception minutes, copy of contracts (with breakdown of amounts if it was Design and Construction), legal incorporation minutes and identity documents of the representative.
Modality: Evaluation under IDB policies to structure a short list of 5 to 8 firms. Applications by electronic means are permitted.
