Description
Bolivia, through the Ministry of Environment and Water and the Program Coordinating Unit (UCP-PAAP), has financing from the Inter-American Development Bank (IDB) for the "Program for Integrated Water Management in Urban Areas". This call invites eligible consulting firms to submit their expressions of interest for the technical and administrative supervision of the construction of a drinking water network.
Scope of the consultancy
Main objective: Comprehensive control and supervision of the civil works corresponding to the project "Construction of the Uspha Uspha Drinking Water Network" (Process No. BO-L1192-P00111/SBCC-CF).
Reference amount: The estimated budget for the contracting of these supervision services amounts to Bs. 1,718,762.70 (including all legal taxes).
Execution period: The time established for the fulfillment of the consulting activities is 390 calendar days, counted from the issuance of the service order.
Qualification Requirements and Conditions
Institutional experience: Interested firms must accredit and support their technical experience accumulated during the last ten (10) years in the supervision of drinking water, sanitary sewerage, water purification plants or wastewater treatment plants, developed for populations of more than 5,000 inhabitants.
Evaluation and assignment criteria: The evaluation will be framed in the number of projects that meet the specific experience required. In accordance with the order of merit of the program's global call, firms ranked between sixth (6th) and tenth (10th) place will be invited to formally submit proposals for this project at Uspha Uspha.
Consortia and participation restrictions: The participation of associated firms is authorized under the APCA modality. The legal representatives of the companies are subject to the restriction of not participating in more than one proposal (either individually, associated or in different consortia); Failure to comply with this guideline will result in the disqualification and rejection of all related applications.
Prior Performance Evaluation: Expressions of interest from consulting firms or members of an APCA that have a contractual history with an unsatisfactory performance evaluation in previous services with the UCP-PAAP will be rejected.
Selection method: The firms will be selected under the Quality and Cost Based Selection (SBCC) method, with the objective of structuring a short list made up of a minimum of five (5) and a maximum of eight (8) eligible companies.
