Description
The Inter-American Development Bank (IDB) is calling on consulting firms to measure and analyze the dynamics of growth of urban informality in the 23 provinces of Argentina and the City of Buenos Aires. Through satellite image processing and spatial analysis techniques, the study seeks to identify expansion patterns, characterize occupation typologies, and prioritize critical areas through their integration with climate risk systems.
1. Geospatial analysis and morphological characterization
- Satellite processing: Use of multitemporal imagery (2015-2025) to quantify the growth of informal settlements in up to 73 urban agglomerates.
- Identification of patterns: Characterization based on irregular grids, materiality of roofs, lack of infrastructure and location in risk areas.
- Database: Construction of a homogeneous and updatable georeferenced system at national and subnational scale.
2. Temporal dynamics and territorial coverage
- Geographical scope: Analysis of agglomerates according to INDEC and UN-Habitat criteria, ensuring the representativeness of various bioclimatic regions of the country.
- Regional trends: Identification of growth speeds and territorial dynamics differentiated by region during the last decade.
3. Climate risk integration (SIMARCC)
- Vulnerability mapping: Integration of the information generated with the Climate Change Risk Mapping System (SIMARCC).
- Prioritization of interventions: Proposal of technical criteria to identify critical areas that require immediate public intervention, considering both the magnitude of informality and the level of climate threat.
