Description

The Inter-American Development Bank (IDB) is calling for consulting firms to support Mexico's Ministry of Energy (SENER) in the evaluation of the national energy efficiency potential and in the design of a sectoral roadmap. The objective is to generate the technical and regulatory inputs necessary to meet the energy intensity reduction goals established in PROSENER 2025–2030.

1. National diagnosis and sectoral indicators
Update of the report: Renewal of the National Energy Efficiency Monitoring Report 2018, incorporating recent data and international methodologies.

System of indicators: Development and validation of energy intensity and performance metrics for each sector of the Mexican economy.

Multisectoral approach: Analytical coverage aimed at the transport, industrial, residential, commercial/services and public sector sectors.

2. Savings potentials and prospective scenarios
Potential estimation: Evaluation of the technical, economic and feasible potential for energy efficiency by sector and type of measure implemented.

Scenario modelling: Construction of trajectories and prospective scenarios of final consumption and energy intensity for the 2030, 2040 and 2050 horizons.

Prioritization methodology: Selection of technologies, practices and instruments through multi-criteria analysis and market transformation with a focus on transformational impact.

3. National roadmap and governance
Comprehensive strategy: Link of prioritized actions with specific enabling instruments of a regulatory, financial, fiscal, and institutional nature.

Impact assessment: Identification of economic benefits, energy savings, reduction of pressure on infrastructure, and potential fiscal savings for the government.

Monitoring framework: Proposal of preliminary guidelines for a governance scheme, reporting, verification and continuous evaluation of the progress of the goals.
