Description
Panama has financing from the Inter-American Development Bank (IDB) for the "Program for the Integral Urban Development of Cities with a Tourist Vocation". The Tourism Authority of Panama (ATP) announces this International Public Tender (LPI) for the execution of a comprehensive urban renewal project in the province of Colón, through the exclusive reception of proposals in physical format.
Project Scope
Intervention area: The project is located in the Colón District, encompassing road, pedestrian and service interventions and adaptations along 9th Street and Paseo Centenario (Route A), as well as on Roosevelt Avenue and 7th Street (Route B).
Contract components: Development of field studies, architectural design and engineering, management and approval of construction plans, execution of civil works and supply of the required urban equipment.
Execution time: The estimated time for the construction and final delivery of the works is 575 days.
Presentation modality: The bids of the proponents must be delivered in a sealed envelope in a strictly physical form to the address of the Program Executing Unit. Applications by electronic means will not be allowed.
Qualification and Experience Requirements
Financial capacity: Prove an average annual turnover from the construction of civil works of at least 90% of the total amount offered, accumulated in at least two (2) years within the fiscal periods from 2021 to 2025. It must be supported by financial statements audited by a CPA and official income tax returns (or international equivalents under IFRS/IFRS standards).
Design experience: Demonstrate satisfactory execution as prime contractor of at least two (2) urban infrastructure design projects in areas of tourist interest in the last ten (10) years. The designs must have included pedestrian walkways, bicycle paths, parks and burying rainwater, sanitary and electrical systems.
Construction experience: Prove the construction as main contractor of a minimum of two (2) urban infrastructure projects of a similar nature in the last ten (10) years, with a final executed amount of at least USD 5,500,000.00 for each contract. For consortia, the experience can be validated individually or jointly including the leading company.
Logistics and guarantees: Guarantee the availability on site of heavy machinery, measuring and technological equipment in optimal conditions, as well as a main camp with connectivity and basic services that has exclusive spaces for the supervision of the ATP and the supervision of the Comptroller General's Office. Each proposal must include a Statement of Maintenance of the Offer. No margin of national preference will be granted.
