Description

The Republic of Panama has requested financing from the Inter-American Development Bank (IDB) for the Program for the Comprehensive Urban Development of Cities with a Tourist Vocation. Under this framework, the Tourism Authority of Panama (ATP) seeks to transform the coastal edge of the historic center through a comprehensive intervention that combines traditional fishing activity with the tourist potential of the area.

The project consists of developing, at the preliminary project level, all the technical, environmental, legal and economic-financial studies for the urban regeneration, construction and operation of the New Seafood Market. This consultancy is essential to determine the viability of the project and define whether its execution will be carried out through public works, concession or public-private partnership (PPP).

Consulting services include:

Marine and coastal studies: Topobathymetric surveys, analysis of coastal dynamics (waves, tides and currents) and hydrodynamic simulations for the design of maritime structures.

Port and fishing infrastructure: Conceptual design of public docks, fishermen's dock, operations areas and berthing areas.

Urban and architectural development: Definition of guidelines for the market building, pedestrian areas, parking lots, bridges and commercial areas.

Archaeological and geotechnical research: Geophysical prospection to identify elements of underwater archaeological interest and evaluation of the bearing capacity of the subsoil.

Financial and legal analysis: Estimation of investments (CAPEX), execution schedules and evaluation of management and operation models.

To make up the short list (5 to 8 firms), interested consultants must demonstrate a solid track record, including a minimum of twenty (20) years of experience in the preparation of studies, designs and engineering supervision in marine-coastal and port infrastructure.

Note: Tender documents and expressions of interest must be submitted in the official language of the country (Spanish).
