The Ministry of Public Works and Communications (MOPC) of Paraguay has published the MOPC Call No. 09/2025, corresponding to an International Public Tender for the design and construction of the San Estanislao Hospital, within the framework of the FIDIC Yellow Book Contract. This call is part of the Program for the Strengthening of the Service Network of the San Estanislao Hospital (PR-L1190), partially financed by the Inter-American Development Bank (IDB) through loan No. 5838/OC-PR.
The contract includes a comprehensive lump sum approach and single responsibility, and involves the design, construction and maintenance of the new hospital. Among the main activities that the contractor must assume are: the preparation of the preliminary project and executive project; the execution of the work in accordance with the technical specifications; and subsequent maintenance of the infrastructure. The total term of the contract is 49 months.
The tender will be governed by the IDB's policies for the procurement of works and goods, and is open to all bidders from eligible countries. The documentation can be downloaded from the official public procurement portal www.contrataciones.gov.py.
The executing unit of the process is the Procurement Operational Unit (UOC) of the MOPC. Bids must be submitted in physical format, electronic submissions are not accepted, and must be accompanied by a Bid Maintenance Guarantee in the amount of USD 1,550,000. Bids that arrive after the deadline will be rejected.
