Specialized Technical Support for the Preparation and Delivery Management of the Goals and Actions Plan (PMA) 2028-2031

Description

The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to support the Brazilian Ministry of Mines and Energy in the preparation of the Goals and Actions Plan (MAP) 2028-2031, strengthening strategic planning, prioritization of initiatives and monitoring of results in the mining sector.

1. Methodological design and diagnosis
Develop the WFP methodology, carry out an inventory of institutional initiatives and analyse national and international experiences in planning and management.

2. Planning and prioritizing initiatives
Translate the objectives of the National Mining Plan 2050 into results for 2028-2031, structure a portfolio of initiatives and evaluate their feasibility, resources, goals and indicators.

3. Governance and monitoring
Design mechanisms for implementation, coordination, and monitoring of the WFP, including the development and pilot testing of an executive monitoring dashboard.

4. Participation and institutional strengthening
Organize validation workshops, train the Ministry's technical team and develop manuals, operational guides and tools to replicate the methodology in future cycles.
