Specialized Technical Supervision Firm (STSF) for the Nevis Geothermal Drilling Project

Description

The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to provide independent technical oversight of the geothermal drilling project on the island of Nevis, Caribbean. The consultancy includes the supervision of up to three production wells and two reinjection wells, ensuring technical, contractual, environmental and safety compliance.
1. Technical supervision and risk management
Verify well drilling, completion and testing operations in accordance with approved programs and international standards, including NZS 2403:2015. Identify deviations and keep the risk register up to date.
2. Contractual and financial control
Supervise daily operations, material consumption, non-productive times (NPT), work quantities (BOQ) and variation orders, verifying contractual claims.
3. Environmental, social and safety oversight
Audit compliance with environmental and social plans (ESIA/C-ESMP), control the management of waste and geothermal fluids, and supervise occupational safety, gas detection and prevention of gender violence protocols.
4. Geothermal Resource Assessment
Support the technical assessment of the commercial potential of the geothermal reservoir, considering a planning threshold of at least 30 MW gross.
