Description

The Republic of Peru has received financing from the Inter-American Development Bank (IDB) for the Digital Transformation with Equity Project - PROTDE. The Presidency of the Council of Ministers (PCM) is calling on consulting firms for the execution of a massive project for the production of digital educational content. This consultancy represents the second phase of implementation of the National Digital Talent Platform, a strategic pillar for the development of technological skills that allow citizens and public servants to fully integrate into the digital economy.

Scope of consultancy:

Massive Construction: Production of two hundred and thirty (230) asynchronous e-learning courses at basic, intermediate and advanced levels, aligned with the institutional curricula.

Adaptation and Accessibility: Courses must incorporate variations in Southern Quechua (Chanka) and technical adaptation for People with Disabilities (PwD).

Educational Quality: Implementation of virtualization methodologies that guarantee interactivity and autonomous learning in accordance with the Terms of Reference.

Qualification and Process Requirements
Due to the magnitude of the assignment, the PCM has established rigorous experience criteria under IDB contracting policies:

General Experience: Minimum of ten (10) services in development of virtual courses or e-learning content in the last ten years.

Specific Experience: At least five (05) e-learning production services with a minimum cumulative amount of S/ 1,000,000.00.

Partnerships: Joint Ventures are allowed to strengthen the technical and logistical capacity necessary for the requested production volume.

Short List: A group of between five (5) and eight (8) qualified firms will be pre-selected to proceed to the technical and economic proposal stage.
