Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to analyze the structure, economic dynamics and governance of the private security sector in Latin America and the Caribbean (LAC). The project aims to generate robust evidence to strengthen public oversight policies and the articulation of the sector with the public security systems of the region.

1. Regional diagnosis and characterization
The consultancy will carry out an in-depth update of the information collected in the last decade, combining quantitative and qualitative methods to:

Economic structure: Characterize the size of the market, the composition of services, labor dynamics and the evolution of the sector in different countries.

Recent transformations: Identify growth trends and changes in market organization in the face of current security challenges.

Governance: Analyze current legislation, official records, and oversight mechanisms to detect gaps in the oversight of companies and licenses.

2. Collection methodology and instruments
A central component is the creation of a standard for periodic data collection that allows for regional comparability:

Standardization: Revision and updating of the UNLIREC–DCAF questionnaire (2016) to incorporate modern economic and governance variables.

Sources of information: Implementation of questionnaires to government focal points, systematization of secondary information and semi-structured interviews with key actors (unions, experts and officials).

Data validation: Establishment of monitoring protocols to guarantee the quality and traceability of the primary information collected.

3. Results and public policy recommendations
The project will end with the delivery of actionable tools for the strengthening of the sector:

Regional database: Construction of a standardized and consolidated repository of information on private security in LAC.

Case studies: Detailed analysis of dynamics in selected countries to illustrate supervisory challenges and opportunities.

Strategic proposals: Formulation of recommendations aimed at improving public policy, information transparency and institutional governance.
