Description
The Program. The Government of Haiti (GOH) is seeking to improve the economic competitiveness and sustainability of the Caracol Industrial Park (PIC) and its surrounding communes by providing a more affordable and sustainable electricity service. In this regard, the GOH launched on September 3rd, 2020, an International Competitive Bidding (ICB) process for the design, installation and Operation and Maintenance of two solar PV power plants (8-MW and 4-MW), combined with a battery storage system to bridge short-term power fluctuations. The solar plants will be erected inside the PIC in land already assigned for industrial use and connected to the existing Thermal Plant.
The Program is leaded by the Unité Technique d’Execution of the Ministry of Economy and Finance (UTE/MEF) with technical support from the Autorité Nationale de Régulation du Secteur de l'Energie (ANARSE) and the Ministry of Public Works, Transport and Communication (MTPTC). The design, supply and installation of the two solar plants, associated facilities and the storage system will be financed by the Inter-American Development Bank (IDB) and the United States Agency for International Development (USAID). The Operation and Maintenance during 20 years will be paid through the tariff collected at the PIC.
