Description
The Republic of Peru, through the Ministry of Economy and Finance (MEF), has financing from the Inter-American Development Bank (IDB) for the project to Improve the Public Supply Service. This tender seeks to contract a "Software Factory" for the construction of critical modules for the management of goods, services and works. The aim is to modernise the state supply chain through advanced digital tools that optimise the transport and storage of public resources at the national level.
Scope of supply
The service is part of the State Reform/Modernization sector and requires the development of on-demand solutions:
Management Modules: Development and implementation of TMS (Transport Management System) and WMS (Warehouse Management System) tools adapted to the needs of public supply.
Work Modality: The provider will operate as a software factory, executing the construction of modules according to the technical requirements of the MEF.
Improvement of Supply: The tools must be integrated to improve traceability, efficiency and transparency in the acquisition and distribution of goods and works of the State.
Qualification Requirements
The tender will be conducted through a single-stage, two-envelope procedure, in accordance with IDB procurement policies (GN-2349-15). Key requirements include:
Experience and Capacity: Demonstrate track record in software factory services and development of logistics management systems of similar complexity.
Financial Situation: Demonstrate economic strength to ensure continuity of service during the contract.
Key Personnel: Have a team of qualified professionals in software architecture, development and management of logistics projects.
History: No history of breach of contract or eligibility conflicts.
Statement of Maintenance: All bids must include a Statement of Bid Maintenance. No margin of preference will be granted to national contractors.
