Description
Bolivia, through the Ministry of Environment and Water and the Program Coordinating Unit (UCP-PAAP), has financing from the Inter-American Development Bank (IDB) for the "Program for Integrated Water Management in Urban Areas". This call invites eligible consulting firms to submit their expressions of interest for the social management of a key water supply project.
Scope of the consultancy
Main objective: Development and implementation of social management and community development actions directly linked to the execution of the work "Construction of the Sijllawiri River Adduction System in the City of Potosí" (Process No. BO-L1192-P00116/SBCC-CF).
Reference amount: The estimated budget for the contracting of the service amounts to Bs. 1,849,718.85 (which includes all taxes by law).
Execution period: The time established for the total fulfillment of the consulting activities is 640 calendar days, computed from the issuance of the corresponding service order.
Qualification Requirements and Conditions
Institutional experience: Interested firms must accredit and support their technical experience during the last ten (10) years in the areas of Social Management or Community Development within drinking water projects, sewerage networks, water treatment plants or wastewater treatment plants, executed for populations of more than 5,000 inhabitants.
Evaluation criteria and order of merit: The evaluation will be strictly framed in the number of projects that meet the experience described. According to the overall score obtained in the global call for the program, the firms that are located between eleventh (11th) and fifteenth (15th) place will be invited to submit bids for this specific project in Potosí.
Consortia and participation restrictions: The application of associated firms is allowed under the APCA modality. The nationality of the consortium will be defined by the country of legal incorporation of the company designated as the lead representative. The legal representatives of the firms are subject to the restriction of not participating in more than one proposal (either individually or in association); Failure to comply with this rule will result in the automatic disqualification of all related expressions of interest.
Previous performance evaluation: Those consulting companies or members of an APCA that have a contractual history with an unsatisfactory performance evaluation in previous services provided to the UCP-PAAP will be disqualified.
Selection method: Consulting firms will be selected under the Quality and Cost Based Selection (SBCC) method for the formation of a short list made up of a minimum of five (5) and a maximum of eight (8) eligible companies.
