Selection and hiring of specialized consultancy for the development of methodology and management of intangible public assets in the State of Santa Catarina

Brazil, through the Santa Catarina State Department of Finance (SEF/SC), has financing from the Inter-American Development Bank (IDB) for the "Project for the Modernization of Fiscal Management of the State of Santa Catarina – PROFISCO II SC" (Loan Agreement No. 5752/OC-BR / Project BRL-1513). This call (Expression of Interest M.I. No. 0081/2026) invites eligible consulting companies to demonstrate interest in providing services for the structuring of the management of intangible public assets.

Consulting scope
Main objective: Structuring the governance, diagnosis, recognition, measurement, valuation and control of intangible public assets (software, trademarks and patents) belonging to the Government of the State of Santa Catarina.

Components and deliverables:

Analysis of the organizational context and documentary and normative survey, using the Technical Note of Accounting Procedure No. 02/2021 (DCIF/SEF) as a compulsory guideline.

Development and practical application of methodology for inventory, initial measurement, calculation of useful life, calculation of amortizable value and determination of fair value (valuation) of intangible assets.

Survey of needs and conceptual modeling of attributes, categories and business rules indispensable for the future design of an intangible asset management system.

Preparation of proposals for legislation, operational standards and innovative processes.

Qualification and training of State teams for continuous asset management.

Qualification and experience requirements
General experience: Consulting for the public or private sector in the areas of asset management, accounting or valuation of intangibles, in addition to the execution of asset inventories or requirements gathering for management systems.

Specific experience:

Consulting in accounting standards applied to the public sector (NBC TSP) and management of intangible assets.

Advice related to the registration, control and protection of intellectual property (software, trademarks and patents).

Preparation of economic valuation reports and execution of training and professional training programs in the selection themes.

Selection and management of proposals
Regulatory framework: The selection will be conducted using the Selection Based on Consultant Qualifications (SQC) method, in accordance with the IDB's Policies for the Selection and Hiring of Consultants (GN-2350-15), for the formation of a short list with broad geographic representation.

Participation modalities: Membership in a consortium (Joint Venture) or subcontracting to complement qualifications is allowed, provided that it is formalized in the Expression of Interest phase.
