Description
The State of Santa Catarina, through the State Secretariat of Finance (SEF/SC), has requested financing from the Inter-American Development Bank (IDB) for the Fiscal Management Modernization Program – PROFISCO II and intends to use part of the funds for consulting services contracts. This call invites qualified firms to express interest in providing specialized services in public management and finance governance.
Consultancy reach
Main objective: Design and implement the Medium-Term Fiscal and Budgetary Frameworks, promoting the integration between the planning and fiscal, budgetary and financial programming of the State.
Diagnosis and modeling: Conducting studies on the current scenario of public investment management, in addition to institutional and normative diagnoses for the definition of the new methodological model.
Legal and operational structuring: Preparation of normative proposals, formulation of operational instruments and establishment of mechanisms for monitoring, evaluation and periodic review of milestones.
Training and support: Specialized training of technical teams (central and sectoral) and provision of support through assisted implementation to ensure the institutional sustainability of the project.
Qualification and Selection Requirements
General experience: Proof of providing consulting services to public entities in projects of process modeling, change management, governance improvement or support to the finance area.
Specific experience: History of projects for public entities focused on results-oriented budget planning and management, fiscal/financial programming, budget execution monitoring or direct implementation of medium-term fiscal frameworks.
Consortia and associations: The participation of consultants individually or associates under the Joint Venture modality is allowed, as well as the inclusion of subcontractors to strengthen technical qualifications.
Short List Compliance: Expressions of interest received will be evaluated to consolidate a shortlist consisting of a minimum of five (5) and a maximum of eight (8) eligible consulting firms.
