Restitution of the design capacity of the Ayacucho - Dolores Aqueduct

Description

The Province of Buenos Aires (Argentina), through the Ministry of Infrastructure and Public Services, has financing from the Inter-American Development Bank (IDB) through Loan 5569/OC-AR for the "Program for the Improvement of Drinking Water Provision Services in the Province of Buenos Aires". This call for National Public Bidding (LPN No. 5/2026) invites eligible bidders to submit closed proposals for the execution of the works in the Ayacucho - Dolores Aqueduct.

Scope of the works
Main objective: Execution of infrastructure works aimed at restoring the design capacity of the Ayacucho - Dolores Aqueduct.

Budget and execution period: Estimated amount of ARS $2,562,402,912.00 (at May 2026 values), with a projected execution period of 420 days.

Qualification Requirements and Conditions
Regulatory framework: National Public Bidding (LPN) conducted in accordance with the IDB's Policies for the Acquisition of Goods and Works (GN-2349-15).

Financial Capacity and Background:

Minimum average annual turnover of ARS $3,954,000,000.00 in the best five (5) years within the last ten (10) years.

Access to or availability of financial resources for a minimum amount of ARS 457,600,000.00.

Not present breaches of contracts in the last five (5) years and have pending legal litigation that does not exceed 30% of the company's net worth.

Technical expertise:

General: Accreditation of at least one (1) work in the sanitation specialty executed in the last ten (10) years, with a minimum certification of ARS $2,050,000,000.00 in twelve consecutive months or annualized.

Specific: Demonstration of execution in the last ten (10) years of works that include drinking water and/or sewer impulsions with a diameter of no less than 400 mm and a length of no less than 5 km (admitting the sum of up to 2 works).

Margin of preference: No margin of preference will be granted to national contractors or transitional unions (UT/APCA).

Required Guarantee: Mandatory presentation of a Guarantee of seriousness of the offer in the amount of ARS 25,625,000.00 through a Surety Insurance Policy issued by an insurer approved by the Superintendence of Insurance of the Nation.

Management and submission of bids
Access to the bases: The bidding documents can be obtained free of charge on the institutional website of the Ministry of Infrastructure and Public Services or requested by email to the Provincial Directorate of Sectoral and Special Programs and Projects.

Delivery modality: Physical presentation of bids in a sealed envelope at the headquarters of the Ministry in La Plata (Office 1113). Electronic bids are not accepted. The opening of the envelope will be carried out in a public act in person at the headquarters of the institution (Office 411).
