Request for Information (RFI) - Implementation of the New Integrated Pension Information System – SIIP

Description

Peru, through the Pension Standardization Office (ONP) and its Executing Unit 003 ("ONP Digital Transformation Project"), issues this Request for Information (RFI) to explore the capabilities of the market and identify specialized firms interested in future development (Software Factory) and Quality Assurance (QA) services for the New SIIP.

Objectives of the market consultation
Main objective: To obtain technical, methodological, operational and commercial information on the industry to validate and optimize the Terms of Reference (TOR) of future contracting processes.

Aspects consulted:

- Experience in development and quality inspection in forecast, financial or high transactional platforms.

- Governance models, required profiles and interaction schemes for Software Factory and independent QA services.

- Progressive implementation strategies through Minimum Viable Products (MVPs), releases and change management.

- Reference architecture, DevSecOps practices, traceability, security and interoperability with the public ecosystem.

- Test plans (automated, performance, security and migration) and progressive coexistence with legacy systems.

- Effort estimation methodologies, contract models, productivity metrics, and key performance indicators (SLAs/KPIs).

- Referential scope of the New SIIP
Mission processes: Social security insurance, contribution management, recognition of benefits, SCTR, collection and recovery, payroll management and appeals.

- Support processes and channels: Ombudsman and advice to the insured, supervision, technical management, operational programming and institutional accompaniment.

Digital services and cross-cutting components:

- Portals aimed at citizens, pensioners and internal users.

- Single Sign-On (SSO), identity validation, and access control modules.

- Digital signature components, notifications, work trays, traceability and document management.

- Interoperability services with external entities and analytical capabilities through dashboards and indicators.
