Request for Bids: Re-tendering of Purchase of New pick-ups for the Directorate of Taxes and Customs (DoTC)

Description

The Government of Suriname has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Support Program to Regain Growth (FISREG). The Ministry of Finance and Planning, through its Program Implementation Unit (PIU), is re-tendering the procurement of specialized vehicles for the Directorate of Taxes and Customs (DoTC). This investment aims to strengthen the operational and logistical capacity of the tax and customs authorities to improve revenue collection and fiscal oversight.

Scope of Supply
The procurement is categorized under the Government/Fiscal sector and includes:

Vehicle Type: Eleven (11) brand new double-cabin, four-wheel drive (4WD) pick-ups.

Operational Goal: Provision of reliable transport for the Directorate of Taxes and Customs to support field audits, inspections, and border control.

Support Services: The contract includes requirements for manufacturer’s authorization, comprehensive warranty coverage, after-sales service, and spare parts support.

Bidding and Qualification Requirements
The process is being conducted through International Competitive Bidding (ICB) in accordance with IDB Procurement Policies (GN-2349-15). Key requirements for interested bidders include:

Eligibility: Open to all eligible bidders from IDB member countries as defined in the bidding documents.

Technical Qualifications: Bidders must demonstrate prior experience in the successful supply of similar vehicles and provide evidence of robust after-sales support.

Bid Security: All bids must be accompanied by a Bid-Securing Declaration.

Submission: Bids must be delivered in sealed envelopes; electronic submissions are not permitted unless otherwise stated in the documents.

Documentation: Bidding documents are provided in English upon written request to the PIU.
