Repowering of the Main Data Center facilities

Description

Ecuador, through the Ministry of Economy and Finance, has financing from the Inter-American Development Bank (IDB) for the "Program for the Modernization of Financial Administration". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the upgrade and infrastructure of the institutional data center.

Scope of supply
Main objective: Comprehensive repowering of the facilities of the institution's Main Data Center to optimize its capacity, security and operational continuity.

Qualification Requirements and Conditions
Regulatory framework and method: The process is governed by the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods, applying the Best Final Offer (M.O.F.) scheme.

Evaluation criteria: Compliance with the technical, financial and legal requirements stipulated in Section III of the bidding documents.

Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).

Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.

Management and submission of bids
Access to the rules: The bidding documents in Spanish are available by written request via email or through the official website of the entity.

Delivery method: Bids must be delivered physically and in a sealed envelope at the Government Financial Management Platform in Quito. Electronic bids will not be allowed and late submissions will be rejected. The public opening ceremony will be held with the option of attending in person or online.
