Description
Panama has financing from the Inter-American Development Bank (IDB) to execute the "Program for the Integral Urban Development of Cities with a Tourist Vocation". The Tourism Authority of Panama (ATP) calls for this International Public Tender (LPI) for the intervention of an important national historic monument, requiring the submission of proposals exclusively in physical format.
Project Scope
Main objective: Development of studies, architectural designs, heritage restoration works and comprehensive equipment of the Ruins of the Church of the Society of Jesus.
Strategic location: The property is part of the Historic Monumental Complex of the Old Town of Panama City, an area declared a World Heritage Site by UNESCO. The rehabilitated space will house part of the ATP's institutional offices.
Execution period: The estimated time to complete all the contractual and construction phases is 575 days.
Submission method: Bids must be delivered in a sealed envelope in a strictly physical form at the P.H. BICSA (Financial Center) Building. The use of electronic platforms for the submission of proposals will not be authorized.
Qualification Requirements and Conditions
Financial capacity: Demonstrate a minimum annual turnover in civil works construction activities, in at least two (2) years within the fiscal periods from 2021 to 2025. The amount invoiced in each of the two selected years must reach at least 90% of the total value offered. It will be supported by financial statements audited by a CPA and income tax returns to the Directorate General of Revenue (or equivalents under IFRS/IFRS standards for foreign firms).
Specific experience in design: Prove the satisfactory execution of at least two (2) design projects for the restoration or rehabilitation of buildings of historical-artistic interest in the last ten (10) years. Each project submitted must have a design contract value equal to or greater than 10% of the reference amount of the process. Projects with a physical progress equal to or greater than 90% are accepted, duly certified by the contractor.
Consortia and associations: In case of applying under the modality of an APCA, the required experience may be validated individually by the main member company or through the sum of capacities of up to two members of the consortium (the leader and an associate).
Logistics, safety and safeguards: Guarantee the availability of machinery, tools, measuring equipment and technological supplies on site in optimal conditions. The main camp must have basic services, internet and an area designated exclusively for the technical supervision of the ATP and the supervision of the Comptroller General's Office. The contractor will assume full responsibility for occupational health and safety under the General Regulations for the Prevention of Occupational Risks (Resolution No. 45,588-2011-JD) and Executive Decree No. 2 of 2008. Each proposal must be accompanied by a Bid Maintenance Statement.
