Description
The Inter-American Development Bank (IDB), in cooperation with the National Bank for Economic and Social Development (BNDES), calls on specialized consulting firms to structure a detailed diagnosis and action plan focused on financial inclusion and access to credit for indigenous peoples and Afro-descendant communities in the different Brazilian biomes.
1. General diagnosis and bioeconomy ecosystem
- Baseline socioeconomic analysis: Characterize the current state of financial inclusion, rural credit coverage, and income transfer policies, evaluating organizational structures such as cooperatives and producer associations.
- Focus on MSMEs: Estimate the share of these minority groups in the leadership or ownership of Micro, Small and Medium Enterprises (MSMEs), identifying funding gaps and unmet needs.
- Intersection with the bioeconomy: Identify operational barriers and opportunities for sustainable development within the bioeconomy to expand the economic participation of these communities, integrating gender cuts.
- Stakeholder mapping: Survey the relevant actors in the national financial ecosystem, including government agencies, non-governmental organizations (NGOs), and community entities.
2. Institutional diagnosis and data intelligence at BNDES
- Evaluation of internal programs: Analyze the scope, effectiveness, and limitations of current financing lines, incentivized funds, and BNDES' financial or non-financial initiatives aimed at diverse groups.
- Market readiness: Assess the capacity of partner Intermediary Financial Institutions (IFIs) and test the feasibility of financial products customized to the reality of these populations.
- Improvement of data collection: Diagnose ethnic-racial self-declaration practices in light of the current legal framework and propose screening tools for disaggregated data.
- Risk and fraud mitigation: Design acceptance criteria and security mechanisms (such as complementary heteroidentification) to manage risks related to incompleteness or fraud in diversity information.
3. Structured action plan and expected products
The final action plan should consolidate the following operational guidelines divided into four mandatory delivery products:
- Strategy and goals: Definition of clear objectives, institutional vision, and measurable short-, medium-, and long-term goals through an implementation roadmap.
- Market solutions and IFIs: Proposal of customized financing sources and coordinated actions with financial intermediaries to ensure the scalability of projects.
- Cultural and economic capacity building: Design training programs for the technical staff of BNDES and partner banks on the legal, economic and cultural contexts of the communities.
- Formal deliverables: * Product 1: Work Plan and detailed schedule.
- Product 2: General Diagnosis Report (Context, Bioeconomy and Stakeholders).
- Product 3: BNDES Diagnostic Report (Capacities, Data and IFIs).
- Output 4: Diversity Action Plan finalized.
