Description
Expressions of interest will be received from consulting firms or APCA (Partnership in Participation, Consortium or Association), with experience in Digital Transformation processes in the public sector and in the elaboration of Terms of Reference for the implementation of digital transformations that include technological solutions based on COTS (Commercial-Off-The-Shelf), change management, business architectures, among others; developed in ministries of finance or public finance, specifically:
1. Analysis and evaluation of defined Business Architecture.
2. Analysis and evaluation of the functional requirements of the different business areas, as well as making comparisons with the functionalities of COTS technological solutions existing in the market.
3. Design of digital transformation strategies.
4. Designing change management strategies.
5. Designing outsourcing strategies. 6. Proposals for the design of the project implementation.
7. Drafting of terms of reference for procurement financed by multilateral agencies and for the implementation of technological solutions.
8. Support the ministry in the bidding process (evaluation of bidders, contract design, and finally support in the award process).
