Haiti, through the National Directorate for Water Supply and Sanitation (DINEPA), has received financing from the Inter-American Development Bank (IDB) for the "Urban, Peri-urban, and Rural Water, Sanitation, and Hygiene Program in the Grand Nord Region of Haiti". This International Competitive Bidding (ICB) notice invites eligible bidders to submit sealed bids for the supply of water pumping equipment.
Scope of supply
Main objective: Procurement of fifteen (15) water pumps to equip boreholes located in Port-de-Paix, Ouanaminthe, Cap-Haïtien, and Saint-Louis-du-Nord.
Qualification requirements and conditions
Regulatory framework: The process will be conducted in accordance with International Competitive Bidding (ICB) procedures established in the IDB Policies for the Procurement of Goods and Works.
Evaluation criteria: Compliance with administrative, financial, and technical requirements specified in the Bidding Document.
Margin of preference: No margin of preference will be granted to domestic contractors or joint ventures.
Guarantee required: Bids must be accompanied by a Bid-Securing Declaration.
Bidding document fee: Obtaining the complete bidding document requires a non-refundable fee of HTG 15,000.00 (Haitian gourdes), payable by cashier's check or bank transfer.
Submission and bidding process
Access to documents: The complete bidding document in French will be sent via email upon written request submitted to DINEPA.
Submission modality: Bids must be delivered physically in sealed envelopes to the official address in Pétion-Ville. Electronic submissions will not be permitted, and late bids will be rejected. Public bid opening will take place in the presence of bidders' representatives who choose to attend in person.
