Description
Ecuador, through the Internal Revenue Service (SRI), has financing from the Inter-American Development Bank (IDB) for the "Tax and Customs Administration Improvement Program". This call for International Public Bidding (IPL) aims to acquire technology to optimize its institutional capacities.
Scope of supply
Main objective: Acquisition of goods and equipment aimed at strengthening and optimizing the database processing infrastructure of the Internal Revenue Service.
Qualification Requirements and Conditions
Regulatory framework: The process is carried out in accordance with the International Public Bidding (IPL) procedures established in the IDB's Policies for the Acquisition of Works and Goods (GN-2349-15).
Evaluation criteria: Interested companies must prove compliance with the technical, financial and legal conditions specified in the tender specifications.
Margin of Preference: No economic advantage or margin of preference will be granted to eligible domestic contractors.
Required guarantee: It is mandatory to attach the Bid Maintenance Statement along with the general file.
Management and submission of bids
Access to the rules: The complete set of bidding documents in Spanish is available for direct download through the official SRI web portal or by written request to the National Financial Administrative Directorate.
Delivery modality: Proposals must be submitted in physical form and in a sealed envelope at the Government Platform for Financial Management in Quito. Electronic bids will not be allowed and late submissions will be rejected. The act of public opening of envelopes will be held in the presence of the representatives who attend in person.
