Procurement of computer and visualization equipment for storage, processing, flood monitoring, forecasting, and alerting

Description

The Secretariat of Risk Management, through the National Institute of Meteorology and Hydrology (INAMHI) of Ecuador, has received funding from the Inter-American Development Bank (IDB) for the program Strengthening the National Early Warning System for Multiple Hazards. This call for National Public Bidding (LPN) invites eligible bidders to submit closed proposals for the provision and installation of key technological infrastructure for the mitigation of natural disasters.

Scope of the offer
- Supply and installation: Comprehensive acquisition and commissioning of computer equipment and data visualization systems.

- Operational objective: To provide the system with optimized tools for the storage, processing of climate data, continuous monitoring of floods and the timely issuance of forecasts and alerts to the population.

Qualification Requirements
- Evaluation criteria: The award will be awarded to the bid that substantially complies with the technical specifications and presents the lowest evaluated cost. No margin of preference will be granted to national contractors or APCAs.

- Financial capacity: * Presentation of financial statements or income tax returns for the last two (2) closed fiscal years.

- Strict compliance with the minimum financial indicators: Liquidity index greater than or equal to 1 and Level of indebtedness less than or equal to 1.

- General Technical Expertise: Demonstrate expertise by submitting at least two (2) contracts executed within the last five (5) years. The sum of these contracts must reach or exceed 30% of the reference budget of this tender.

- Non-manufacturing bidders: They must attach the Manufacturer's Authorization Form (who must comply with the financial and institutional requirements) and independently prove the successful delivery of at least two (2) contracts for the provision of similar goods in the last five (5) years for an amount equal to or greater than 30% of the reference value.

- Guarantee of participation: All proposals must be submitted in physical format and be accompanied by a Declaration of Maintenance of the Offer.
