Description
Barbados, through the Ministry of Energy, Business Development and Consumer Affairs, has requested financing from the Inter-American Development Bank (IDB) toward the cost of the "Sustainable Energy Investment Program (SMART FUND II)", with eligibility extended under European Union (EU) funded projects. Eligible consulting firms are invited to submit expressions of interest to construct a foundational strategic framework for the nation's changing energy ecosystem.
Scope of the Services
Core Objective: Develop a comprehensive strategic roadmap for the "Future of Work" within Barbados' Energy Sector to effectively guide workforce transition as the renewable energy and energy efficiency subsectors expand under the Barbados National Energy Policy.
Strategic Alignment: Coordinate mandates across multiple government agencies, establishing actionable steps, clear timelines, and organizational responsibilities.
Equitable Transition: Define targeted strategies to ensure workforce readiness while ensuring the energy transition remains just, inclusive, and equitable.
Platform Submission: Expressions of Interest must be uploaded digitally via the Government's procurement portal (Bonfire) no later than July 15, 2026, at 11:30 p.m. (Atlantic Standard Time). Late submissions will be automatically rejected by the e-procurement system.
Key Requirements and Conditions
Firm Profile & Experience: * Documented general corporate background tracking the last five (5) years.
Successful execution of at least three (3) projects of similar scope, complexity, and technical specialization within the energy sector over the past ten (10) years.
Proven experience in labor market analysis, human resources, or socio-economic policy development.
Required Key Experts:
Energy and Strategic Planning Specialist: Postgraduate degree in a related discipline with proven experience in public policy advisory or sectoral energy planning for governments.
Labour Specialist: Expert background conducting labor market assessments, skills gap analysis, workforce planning, and creating job displacement policies.
Renewable Energy and Energy Efficiency Expert: Proven track track in the development of sustainable energy initiatives.
Education and Training Specialist: Experience in training systems assessment and designing upskilling or reskilling programs.
Selection & Shortlisting: The selection process will utilize the Quality Based Selection (QBS) method to establish a shortlist of five (5) to eight (8) eligible firms. Joint Ventures and sub-consultancy arrangements are permitted to complement technical qualifications.
Legal & Contractual Compliance: The selected firm must secure a performance surety of no less than 10% of the contract price via a Treasury deposit or accredited Bank/Insurance guarantee. Corporate applicants must provide their Certificate of Incorporation (complying with the 1985 Companies Act of Barbados for local entities). The contract is strictly governed by the Labour Clause (Public Contracts) ACT CAP 349. No domestic margin of preference will be applied.
