Description
The Republic of Panama has received financing from the Inter-American Development Bank (IDB) to partially finance the cost of the Program to Support the Digital Transformation of the Tax Administration in Panama, and it is proposed to use part of the proceeds of this financing to make payments under the contract detailed in this Request for Proposals.
The Ministry of Economy and Finance invites eligible bidders to submit closed bids for the acquisition of a multi-factor authentication (MFA) solution for the tax system of the General Directorate of Revenue. The tender will be conducted in accordance with the International Public Bidding (IPL) procedures established by the IDB and is open to all bidders from eligible countries according to the bidding document.
Qualification Requirements:
- Financial capacity: Average annual turnover of at least 75% of the amount offered in two years within the requested period; Bank letter backing a line of credit or bank account with a minimum of seven low figures.
- Experience and technical capacity: Authorized distributor of the software offered, at least five years of experience in similar projects, two professional reference letters, certifications of specialist consultants and matrix of the qualified work team according to the required profiles.
No margin of preference will be granted to national contractors or APCAs. The process will apply Best Final Offer (M.O.F.) and negotiation.
